The project examines clean energy financing for GRID-based DISCOMs and rural households in India, focusing on:

• Ensuring a people-centric, equitable transition.
• Domestic finance solutions for diverse users.
• Frameworks addressing these challenges.
• Financing for rural households in lagging districts.
• Financing solutions for select DISCOMs.

Outreach

Objectives

To design a financially viable and scalable framework for expanding clean energy access in underserved rural districts and DISCOMs through blended finance, innovative business models, and infrastructure-linked energy transition planning.

Assess the role of energy transition finance in rural micro and mini grid access.

Align financial mechanisms with power infrastructure in laggard, aspirational districts of UP, Bihar, Jharkhand.

Design financial models (Capex, revenue, philanthropic, public-private partnerships) for grid solutions.

Develop financing mechanisms for clean energy transitions in selected DISCOMs.

Methodology

The project uses evidence-based empirical research, applying a mixed-methods (qualitative and quantitative) approach along with a normative framework-based analysis. There is also the integration of SDG dimensions that necessitates a transdisciplinary modelling of the emerging data.

Based on the SPI(Social Progress Index) for states and districts made by the Institute for Competitiveness and Social Progress Imperative, a machine-learning exercise was taken up to study the districts in the states of Uttar Pradesh, Bihar and Jharkhand and the categories of ‘Aspiring’ and ‘Laggard’ were arrived at by the team at ACPET. The team plans to conduct their study in 12 such districts, with an equal mix of ‘Aspiring’ and ‘Laggard’ ones.
